Emergency Market Mapping and Analysis Toolkit

Every year, Eastern Samar is hit by an average of 20 typhoons. Because of the impacts of these typhoons, chronic WASH issues and high poverty incidence, people remain vulnerable. Oxfam conducted this PCMMA on household water treatment products (HWTP) and financial services for the poor (with a focus on loan and credit services) in order to inform the development of livelihoods and WASH programmes ahead of the next typhoon season. For the HWTP market system, the report recommends collaboration with RHU on pre-stocking of HWTPs ahead of the typhoon season, awareness raising sessions on the availability and use of HWTPs, infrastructure support, rehabilitation of damaged water systems, supporting local traders and pharmacies to stock HWTPs in advance and mapping of actors willing to participate in a voucher scheme for HWTPs. In a future emergency, the report recommends a vouchers-for-HWTPs intervention. For financial services, the report recommends helping sari-sari store owners to become more resilient to shocks through better preparedness, advocacy for reduced interest rates, financial literacy training, awareness raising on the different financial services available and additional mapping of services. In a future typhoon, the report recommends supporting shopkeepers or their suppliers through cash or vouchers and supporting informal money lenders to continue offering their services to the poor and very poor.

On September 26, 2009, tropical Typhoon Ketsana made landfall near Baler, Quezon Province in Philippines. This EMMA on the rice market system was conducted after Ketsana in Calamba City. It found out the rice prices were stable even after the crisis. However, local households experienced rice shortages, and local harvests were decreased by a significant amount. Given the market's quick rebound after the shock, it seems logical that food assistance, and rice in particular, should be delivered through local markets. This assessment recommends advocacy for closer coordination and communication between market, local government and humanitarian actors; advocacy for humanitarian and government agencies to strengthen assessment activities; the monitoring of market recovery; and cash transfers for vulnerable households, in some cases via cash for work programs.

Typhoon Haiyan (known locally as Yolanda) damaged 61,741 houses were damaged in the Philippines' Eastern Samar province alone when it struck in November 2013. This power point presentation provides an overview of an EMMA exercise that was conducted to examine whether the local market could meet the need for corrugated galvanized iron (CGI) sheets for roofing for the affected population in Eastern Samar after the crisis. This assessment suggests increasing the purchasing power of households through a combination of commodity vouchers and cash grants, rapidly conducting further research into the impact of the typhoon and the subsequent humanitarian response to date on the transportation market, and advocating with government and international relief organizations to facilitate the recovery of normal commercial activities along key shipping routes.
