Floods recur on a regular basis in Bangladesh. In urban Korail, floods lead to an increased risk of disease, while in the rural area of Sirajganj, floods threaten poor households' key livelihoods activities, though the main 'disaster' is a chronic lack of labor opportunities during the lean season. The analysis team followed the PCMMA guidance to apply an approach similar to that of the EMMA Toolkit in a pre-crisis context. The team examined how the floods in the context of the lean season and rainy season impact the function of one critical market system in each area (potable water in Korail and agricultural labor in Sirajganj), in order to draw conclusions about the likely impact of future floods and seasonal rains on selected market systems, and to propose appropriate market-based preparedness and response interventions. For the water market system, this report recommends unconditional cash distribution to help people meet their drinking water needs, the installation of mobile water treatment plants and the distribution of locally procured water. For the agricultural labor market system, the report recommends livelihoods diversification and strengthening activities, unconditional cash programs for basic needs during emergency and early recovery periods, conditional cash to enable small-scale farmers to hire agri-laborers, cash for work for DRR-related projects at the community level, vouchers for flood-resistant paddy varieties and the creation or support of agricultural associations and cooperatives.

WaSH and Shelter Market Systems in the case of IDP evictions, Mogadishu

In March 2015, an estimated 3,500 households (21,000 individuals) were forcibly evicted from Dharkenley District, affecting their access to employment opportunities, shelter and WaSH services and creating challenges in terms of security. This PCMMA was intended to build capacity of national staff in market assessments and to assess the potential to deliver key WaSH and Shelter assistance through local markets following mid-size IDP evictions. Along with several recommendations for indirect support through markets, this report recommends the local procurement and in-kind distribution of aqua tabs; unconditional, restricted value vouchers to IDPs to purchase any of a variety of specified WaSH and shelter items; and the continued local procurement and delivery of CGI doors, ideally in partnership with a range of small businesses and vocational training programs in order to spread the economic benefit of this assistance more widely.

December 2013 violence in South Sudan had killed thousands and displaced more than 900,000 people. It has also led to a serious deterioration in the food security situation, and some 3.7 million people are at high risk of food insecurity in the coming year. Food partners have so far reached about 865,000 people under the emergency operation between January and April 2014 with most of the food being distributed in-kind. The objectives of this market analysis were for Oxfam to explore alternatives to in-kind food aid in its different areas of interventions and to create a market baseline for three critical market systems, including red sorghum, maize flour and soap. This report recommends the following response activities: advocacy for integrating maize flour into the food aid distributed, and procuring both maize and sorghum food aid through Juba vendors; commodity vouchers for soap distribution; value vouchers as a top-up for basic needs; and conducting market analyses in other Oxfam intervention areas in South Sudan.

Depuis plus de 20 ans, la RDC est connue pour être un pays en proie à de violentes épidémies de choléra surtout à l’Est. Uvira est devenue un des foyers propice de contamination. Dans le cadre de lutte contre le choléra, Oxfam a souhaité faire un EMMA avec les objectifs de renforcer l’analyse de la situation concernant la problématique du choléra et les liens avec les marchés critiques choisis, guider les équipes dans les choix de réponse en période de référence et en période de crise et décider si les marchés critiques peuvent être soutenus dans les réponses. Parmi les nombreuses recommandations de ce rapport sont les suivantes: pour une réponse rapide, développer la mise en place de coupon valeur ou commodité pour les produits PUR et UZIMA; sur le plus long terme, développer une stratégie de communication, diffuser les informations en ce qui concerne la pratique et les produits et élaborer des stratégies de « marketing social »; définir et mettre en place une stratégie de sortie des points de chloration; améliorer la surveillance épidémiologique par UGB; et récolter les paramètres physico chimique de l’eau de surface sur les douze mois de l’année et étudier les variations quotidiennes ce qui pourrait aider en terme de choix techniques pour un meilleur traitement.

SI a lancé cette étude de marché sur trois systèmes de marchés critiques (le riz importé, la farine de manioc et l’eau) pour mieux appréhender le contexte en matière de sécurité alimentaire et moyens d’existence. Ce rapport propose le plaidoyer pour que les rations alimentaires soit à minima achetée en local; une pilote pour une ration distribuée à travers une combinaison de modalités; une étude EMMA sur les systèmes de marché du lait et de la viande; la distribution en nature d’intrants; la vulgarisation agricole; la vulgarisation de techniques de séchage et de nettoyage; la motorisation de certains points d’eau; une étude hydrogéologique pour la zone Bertoua-GB; l'appui aux détaillants en eau; des vouchers eau pour les réfugiés; et la distribution de bidon de stockage en nature.

In recent years, the high frequency of severe droughts in the Horn of Africa has undermined the ability of households in the region to recover from these crises. This document summarizes the findings from an EMMA carried out on the water market system in Kenya's Wajir County from August-September 2012, before detailing the report's response recommendations. This report makes the following recommendations for market-based programming: supporting water access through water vouchers in villages with no borehole and through water vouchers for free water provision directly at boreholes where they exist; integrating cash for water into food security-focused cash transfer programs; improving the capacity of water points; and supporting the operation and maintenance of boreholes. The report recommends a number of complementary activities to improve the market environment, infrastructure and services.

Mukuru Informal Settlements

In the second half of 2011, Kenya witnessed one of the worst droughts in the recent past, which was exacerbated by high inflation, rising fuel prices and a weakened economy. Though poor households in Nairobi's informal settlements are vulnerable during emergencies, they are often ignored by the government and relief agencies. Oxfam conducted this market baseline assessment to identify the crisis' impacts on the maize, water and credit markets. To help ensure adequate maize consumption by vulnerable households, this assessment suggests cash grants for small shops, posho mills and food vendors, cooked food vouchers for vulnerable households, cash grants for very poor households (with in-kind food aid as a fallback) and advocacy for social protection programming and increased transparency regarding maize market activity. For the water market system, the report recommends increasing the water supply, improving household-level water storage, improving household purchasing power, creating more CBOs, pressuring NWSC to enforce its rules and regulations, offering cash grants and vouchers, water tankering, providing water treatment options and constructing pipelines from boreholes to water vendors. For the credit market system, this assessment recommends advocating for safety nets and ID registration for poor households, linking with institutions that could provide grants for the poor, promoting savings groups and providing cash grants to poor households and small traders.

Wajir County

Drought cycles in the Horn of Africa are now progressively shorter, with droughts occurring every 5 years or less. In a context where 80% of the population are poor or very poor, and have experienced both high food prices and restrictions on traditional livelihood strategies, the frequency of these droughts has seriously undermined the ability of the local population to recover from these shocks. This EMMA assessment aimed to shed light on the water market system in Wajir County. While water is available to meet the needs of the target population, during dry times, access to water is sometimes limited by a lack of permanent water sources and by their lack of purchasing power. This report makes the following recommendations for market-based programming: supporting water access through water vouchers in villages with no borehole and through water vouchers for free water provision directly at boreholes where they exist; integrating cash for water into food security-focused cash transfer programs; improving the capacity of water points; and supporting the operation and maintenance of boreholes. The report recommends a number of complementary activities to improve the market environment, infrastructure and services.
