WaSH and Shelter Market Systems in the case of IDP evictions, Mogadishu

In March 2015, an estimated 3,500 households (21,000 individuals) were forcibly evicted from Dharkenley District, affecting their access to employment opportunities, shelter and WaSH services and creating challenges in terms of security. This PCMMA was intended to build capacity of national staff in market assessments and to assess the potential to deliver key WaSH and Shelter assistance through local markets following mid-size IDP evictions. Along with several recommendations for indirect support through markets, this report recommends the local procurement and in-kind distribution of aqua tabs; unconditional, restricted value vouchers to IDPs to purchase any of a variety of specified WaSH and shelter items; and the continued local procurement and delivery of CGI doors, ideally in partnership with a range of small businesses and vocational training programs in order to spread the economic benefit of this assistance more widely.

The number of Syrian refugees in Lebanon is expected to exceed one million by the end of 2013. Tensions between host and refugee populations are expected to rise as competition over jobs and resources becomes even more important to the survival of both communities. This EMMA assessment was launched to analyze the key market systems upon which refugees and vulnerable host communities rely for income in the North and Bekaa Governorates of Lebanon in order to identify opportunities for humanitarian agencies to promote market-based income-earning possibilities for host and refugee populations. This report provides a summary of the findings for three market systems that are critical for refugee and Lebanese host communities as source of income, namely construction labor, agricultural labor, and service-sector labor. The opportunities for promoting or strengthening livelihoods related to the construction, services, or agricultural labor sectors are very limited. Each of these sectors has been significantly impacted by the crisis in Syria and is not capable of absorbing additional workers at a livable wage. Despite this bleak outlook, the EMMA makes several recommendations for narrowing the household income gap through vocational training, market-smart humanitarian programs, household financial assistance programs and the strengthening of local labor markets.

North and Bekaa

Tensions between host and refugee populations are expected to rise as competition over jobs and resources becomes even more important to the survival of both communities. This EMMA assessment was launched to analyze the key market systems upon which refugees and vulnerable host communities rely for income in the North and Bekaa Governorates of Lebanon in order to identify opportunities for humanitarian agencies to promote market-based income-earning possibilities for host and refugee populations. This report focuses specifically on construction labor and finds that this market system has been drastically impacted by the crisis in Syria and that construction-related income-earning opportunities are now very limited. It recommends building construction-related livelihood opportunities into humanitarian programs, particularly shelter and rehabilitation programs with construction components. It also suggests linking refugees and Lebanese workers with employment services and training.

Dans l’ouest du Niger, les inondations peuvent détruire des vies humaines, des habitats, des cultures et des infrastructures de base. À long terme, ces dégâts humains, économiques et matériels freinent le développement socio-économique du pays. En 2012 et 2014, la région considérée a subi des inondations particulièrement importantes. Cette étude PCMMA a été réalisée pour recommander les réponses pouvant influencer le marché les plus appropriées pour faire face aux fortes inondations et pour identifier des options de programmes pour renforcer les marchés et réduire les contraintes de l’accès aux produits ou de leur disponibilité (caprins), ou encore l’accès à un revenu essentiel (chou) pendant les fortes inondations. Les recommandations principales relatives au système de marché du chou sont l’appui à la structuration des producteurs maraîchers et l’organisation de la filière ainsi que la formation et l’encadrement technique des producteurs maraîchers. Pour le système de marché de caprins, ce rapport recommande la distribution des caprins en nature dans le cadre d’un programme de développement, la sensibilisation des communautés aux techniques de préparation pour les inondations, un programme Argent contre travail et un plaidoyer visant à réhabiliter certaines infrastructures essentielles, des transferts d’argent aux ménages affectés par les inondations et la réalisation d’une étude de moyens d’existence à Balleyara axée sur le genre.

Jalozai Camp, North West Frontier Province

Conflict between the Taliban and Pakistani military forces in the North West Frontier Province, including the Federally Administered Tribal Areas, has led to a mass movement of internally displaced persons (IDPs) to host communities and camps in safer surrounding districts. The overall socio-economic indicators in the IDP camps are dismal, largely due to inadequate health facilities, insufficient education opportunities and poor hygiene and sanitation amenities, compounded with a host of protection issues. This EMMA pilot was conducted to investigate the effect of the IDP crisis on the tomato market system in Jalozai Camp, 30 km outside of Peshawar. This report presents two main programming recommendations, support for kitchen gardening within the camp, and supporting extremely vulnerable individuals to start small businesses within the camp via small grants and business development training.

This EMMA pilot was conducted to investigate the effect of the IDP crisis on the tomato market system in Jalozai Camp, 30 km outside of Peshawar. Since the crisis, there has been a surge in scavenging for firewood as a source of both fuel and income by IDPs, who have very limited disposable income, with serious environmental implications. This report recommends the promotion of fuel efficient cooking techniques; providing fuel as an incentive for school attendance; and promoting firewood distribution with better environmental protection mechanisms.

Port au Prince

On January 12, 2010, an earthquake of 7.0 magnitude hit the island of Haiti, approximately 25 km west of Port au Prince. Approximately 692,000 people have been displaced in Port au Prince, many of whom are living in spontaneous urban camps. This EMMA study was conducted about four weeks after the earthquake, focusing on the market system for rice, Haiti's staple food, and the earthquake-affected population in Port-au-Prince. To help restore rice markets while meeting the affected population's food needs, this report recommends ensuring transparency and communication between market actors and the humanitarian community; enhancing market-place security; targeted, diversified food distribution; monitoring market recovery and potential bottlenecks; simultaneous Cash-for-Work and Food-for-Work programs; and unconditional cash transfers to households and most affected market chain actors, particularly small wholesalers.

On January 12, 2010, an earthquake of 7.0 magnitude hit the island of Haiti, approximately 25 km west of Port au Prince. Up to 230,000 people died country-wide in the quake, and another 300,000 were injured. 180,000 to 300,000 households in Port-au-Prince (900,000 to 1.5 million persons) are estimated to have become IDPs as a result of housing destruction. This EMMA study focused on the market system for corrugated galvanized iron, a key material for housing reconstruction. To re-establish a flow along the supply chain ensuring income opportunities and CGI availability at all levels, a multifaceted approach that integrates the following elements is recommended: CGI vouchers to vulnerable households, redeemable at neighborhood hardware retailers; distribution of building material to very vulnerable HH who have limited mobility; cash grants for neighborhood retailers to rehabilitate shops and re-start business activities; facilitating small retailers' access to stocks; and advocating on behalf of market-based interventions to the international community.

This EMMA study focused on the construction labor market system in Port-au-Prince. Recommendations for demand-side responses include improving communication to the public on government support for rubble removal,property rights, building permits and zoning; improving access to credit for construction for both households and businesses; and building social housing. Supply-side responses recommended include NGO-run short-term skills trainings targeting future masons, carpenters and electricians; physical rehabilitation of training institutions; capacity building of management, faculty, and staff of training institutions; and organizing apprenticeships and facilitation of trainees' entry into the market. Finally, the report recommends a number of interventions intended to improve job placement services and improving construction-related laws and regulations.
